Tax season is here and taxpayers are struggling to find the right resources to file taxes. The IRS has stopped mailing instructions and forms to taxpayers who have filed their taxes by mail in the past tax year. Tax fraud and identity theft have increased to record levels. This is largely due to criminals using electronic filing technologies. Congress has now the chance to act. The PAPER Act (H.R. 3673) would allow the IRS to mail instructions and tax forms to taxpayers who have filed paper returns for the previous tax year.
