Although the Western World produces the most pollution due to climate change, it also has the money to mitigate its effects. Western cities are able to build desalination and renewable energy plants as well storm-resistant buildings.

However, the Third World will be the hardest hit by climate change. Experts predict that the equator will see less precipitation, making Alaska an agricultural paradise. Drought-prone areas in other parts of the world will become deserts.

Africa, which is at risk, produced just 3 percent of current carbon emissions. However, African agriculture will be devastated if it is subject to severe storms or long droughts.

Both energy consumption and building construction create large carbon footprints. The West must combine green construction with large-scale humanitarian efforts in order to combat climate change.

The construction of safe and affordable homes and buildings will enable poor countries to resist the cyclones, tornadoes, and hurricanes that are associated with higher global temperatures.

Alternative Construction Technologies (ACTech), a company that manufactures structural insulated panels, can be used for energy-efficient home construction.

ACTech Panel Systems are easy to assemble and require no special tools or skill. The panels are made from recycled steel and have a rigid polyurethane foam core that resists temperature fluctuations, water damage, and hurricane force winds. The panels can be used to quickly rebuild damaged areas or create healthier homes.

The ACTech Panel System has a 65 percent higher energy efficiency than traditional building materials. This system, when combined with renewable energy sources such as solar panels, could provide electricity and low-cost sustainable living in new areas.

The U.N. is able to spend billions of dollars. Only 40 million dollars a year are spent on helping poor countries adapt to climate change.

While the U.S. and Western Europe account for two-thirds, global warming is caused by their emissions. But climate change has a major impact on the rest of the world. Experts predict that the number of large storms like the one that decimated Myanmar in May 2008 will increase.

The West is the largest emitter of carbon emissions. It has a responsibility towards the poorest countries in the world. It’s time for Third World countries to deal with the environmental damage that the West has caused.
